The Baltimore County Council unanimously enacted tougher zoning on businesses that stock adult entertainment products at its legislative session Tuesday.
The new law will require those businesses to scale back total adult inventory from 20 to 15 percent or relocate to a less visible location. The same standard applies to the establishment’s gross retail sales. The ban also prevents adult video stores, massage parlors and tattoo and body-piercing shops and any others that sell or display sexual paraphernalia and material from operating within 1,000 feet of many establishments — including churches, libraries, day care centers, homes or other family facilities. Current law sets the distance at 500 feet.
Businesses would be barred from external displays of adult material for rental or sale. Owners would also have to separate viewing booths with solid partitions to prevent any sharing of materials.

Ten years ago in Columbia County, after a rash of prostitution-related arrests centered around seedy massage parlors, county officials knew they had to take action.
Calling together legitimate massage therapists, they worked together to create regulations for operating such businesses.
The result included licensing and inspections for those businesses – minimum requirements that legitimate operations had no problems meeting, but which made it tougher for the phony parlors to continue.
A few random arrests occasionally occur from businesses on the edge, but on the whole the massage industry in the county has been cleaned up.
Next stop: Tattoo parlors.
There haven’t been any complaints about the small handful of tattoo businesses in Columbia County. But right next door, Augusta officials have been making plans for setting regulations for tattoo parlors. Without similar regulations here, Columbia County could be in danger of becoming the dumping ground for unlicensed artists chased across the county line.

Businesses that stock adult entertainment products could face a stark choice under a proposal that’s again moving through the Baltimore County Council: scale back on sexual inventory or find a less visible location.
The County Council is set to strengthen zoning restrictions on adult video stores, massage parlors and tattoo and body-piercing shops at its meeting next Tuesday.
The proposal would ban those businesses and any others that sell or display sexual paraphernalia and material from operating within 1,000 feet of many establishments — including churches, libraries, day care centers, homes or other family facilities. Current law sets the distance at 500 feet.
The bill, sponsored by Council Chairman John Olszewski and Councilman Sam Moxley, would also reduce the standard for the total adult inventory from 20 percent to 15 percent. The same lower percentage would apply to the establishment’s gross retail sales. Businesses that exceed those percentages would be subject to the distance restrictions.

Baltimore Massage Parlors: Human trafficking: MSAR needs to make greater efforts

According to the US Department of State, the MSAR “is primarily a destination, and to a much lesser extent, a source territory for women and children subjected to trafficking in persons, specifically commercial sexual exploitation.” Victims, the 2010 report reiterates, are primarily from mainland China, Mongolia, Russia, and Southeast Asia, with many of them from inland Chinese provinces who travel to the border province of Guangdong in search of better employment.
“They fall prey to false advertisements for jobs in casinos and other legitimate employment in Macau, but upon arrival, they are forced into prostitution.
“Foreign and mainland Chinese women are sometimes passed to local organised crime groups upon arrival, held captive, and forced into sexual servitude,” the report points out.
It adds that Chinese, Russian, and Thai criminal syndicates are believed to sometimes be involved in bringing women into Macau’s commercial sex industry.
“Victims are sometimes confined in massage parlours and illegal brothels, where they are closely monitored, forced to work long hours, have their identity documents confiscated, and threatened with violence; all factors that make it particularly difficult for them to seek help,” the US Department of State says.

Bibb County Commission Chairman Sam Hart left for Washington, D.C., on Tuesday between the government’s committee meetings and its night meeting. That put Joe Allen in charge — for the first time in his 19 years as a commissioner.Allen, the vice chairman, seemed proud of how fast the county business got done, and he beamed as he signed a county ordinance cracking down on the city’s illicit massage parlors.
Separately, Chief Administrative Officer Steve Layson pointed out some unusual wording on the commissioners’ agenda: “Consideration of adoption of County ordinance respecting Massage Parlors.” Layson said that was meant more as an ordinance considering massage parlors. Commissioner Lonzy Edwards said the ordinance, in fact, disrespected the massage parlors.

Moxley plans to ‘rework’ bill for vote in June
A bill intended to push businesses that sell sexually explicit products from residential areas was withdrawn before it could be voted on during the May 27 meeting of the Baltimore County Council.
Councilman Sam Moxley, who represents the 1st District that includes Catonsville and Arbutus, had sponsored the bill, along with Councilman John Olszewski.
Olszewski represents the 7th District, which includes Dundalk, Essex and part of Rosedale,
Currently, under a 1998 law, businesses selling sexually explicit material, along with massage parlors and tattoo and body piercing businesses, are required to locate in areas zoned for manufacturing.
An exemption, however, allows businesses that sell sexually explicit material to open in areas zoned for commercial activity — provided no more than 20 percent of the store is used to sell such materials.
