Yet, in Bethesda, Maryland, Karen Tomasow-Richardson, a federal employee with full coverage under the Federal Government Employee insurance program got only $3,000 of an approximately $90,000 bill for a series of operations that included a combination of emergency bone grafts and implants which staved off infection and, in the end, saved her life.
