Moxley, who represents the 1st District including Arbutus and Catonsville, said he would like the “other three walls to be solid and non-transparent, thereby avoiding any type of holes or any type of glass or other screening that could be made transparent for viewing between the booths.”
Councilman Vince Gardina, a Democrat, suggested banning the booths altogether.
“Why should we even include the booths?” said Gardina, who represents the 5th District including Perry Hall and Towson. “Why shouldn’t we ban them all together? Anybody have a problem with that?”
Moxley said he would favor such a ban.
Legal advisers to the council said they believe a ban might be legal, but said the issue requires additional research.
Currently, under a law passed in 1998, businesses that sell sexually explicit material, as well as massage parlors and tattoo and body piercing businesses, are required to locate in areas zoned for manufacturing.
